American Express Germany connection support

Request: support American Express data access for German accounts/residency.

Context: Wise via GoCardless is supported for Germany, but GoCardless confirmed on 2026-07-03 that American Express API integration is currently only supported for GB and FR, not German accounts. This is provider coverage demand rather than a Finta sync bug.
